Abstract

With the presentation by Heber Raviolo, who established “Ediciones de la Banda Oriental” in 1961 as an excuse, the referential framework is marked out in which one of the crossroads of the sixties came about. Taking Carlos Quijano, the director of the weekly Marcha, as an emblematic figure, the meeting of the national project with the long lasting anti-imperialist, Latin American and «Tercerista» line is exhumed. Cultural publications, new publishers, events and public polemics show that, in the instance of change, there is no way to «make culture» without «making politics».
